Latest Air Cargo Advance Screening Requirements and Guidance

The latest developments from the U.S. Transportation Security Administration (TSA) regarding Emergency Amendments (EAs) and updates to the Air Cargo Advance Screening (ACAS) program require enhanced compliance measures for air cargo entering or transiting the United States. Below are the key updates and guidance:

  1. Data Elements

New data elements have been introduced under ACAS guidelines, requiring additional information on the shipper and consignee. Contact details for shippers and consignees must now be submitted electronically to U.S. Customs and Border Protection (CBP) before cargo is loaded onto U.S.-bound aircraft.

  1. “Established Business Relationship” or Known Consignor Requirement

The TSA has revised its guidelines for tendering cargo. Previously signed contract was needed to confirm a relationship with shippers. Now, a “Contractual Arrangement” is acceptable, allowing for electronic agreements instead of physical signatures.

  1. IATA Messaging Guidelines

To ensure compliance with new ACAS data requirements, IATA has issued updated guidelines. These guidelines include new codes and messaging standards that accommodate new ACAS data elements.

  1. Unacceptable vs Acceptable Cargo Descriptions

U.S. Customs and Border Protection (CBP) has released updated guidelines on cargo descriptions. Effective November 12, 2024, at 12 p.m. EST, inappropriate cargo descriptions will result in shipment rejections, preventing loading onto aircraft.
