We want to inform you about the emergency security measures implemented by the TSA and Transport Canada for air cargo originating from Europe and the Commonwealth of Independent States (CIS).
These measures, effective immediately, follow recent incidents involving incendiary packages within European parcel networks. The new regulations apply to all cargo destined for or transiting through the USA and Canada, potentially leading to operational challenges, particularly for smaller shippers, as some air carriers have imposed embargoes on shipments from the affected regions.
Under the new rules, cargo from Europe and the CIS can only be transported on passenger aircraft if it comes from a Known Consignor or a shipper with an “established business relationship” with a regulated agent, such as a freight forwarder or air carrier. An “established business relationship” must either have existed before the measures took effect or have been newly created with documented business details. Cargo from shippers that do not meet these criteria must be shipped via cargo aircraft or other methods and will face enhanced security checks. Exemptions to these measures include shipments weighing less than 16 ounces, mail, diplomatic pouches, and US government shipments.
In addition, the new regulations require additional shipper data to be submitted under the Enhanced ACAS Security Filing program before cargo can be loaded onto US-bound flight.
